Ravens GM Eric DeCosta said he's "going to do what I can to make sure" impending free agent ILB C.J. Mosley is back with the team. DeCosta wouldn't dismiss using the franchise tag on Mosley. The former first-rounder is almost certainly looking to get as close to Luke Kuechly money as the highest-paid inside linebacker in the league at just over $12 million per year. Bobby Wagner is No. 2 at $10.75 million annually. Mosley will turn 27 this summer and is an obvious key cog in the Ravens' defense-first ways. What do they mean by "chose to carry over"? I thought it was automatic.

The rollover theoretically would allow teams to absorb large contractual obligations up front (ie: ridiculous roster bonus in year one) or space out their contracts in a way that the big hits of core players occur in different rolling seasons.
I'm surprised more teams aren't floating in the 10-20 millions rollover area as that would be the ideal manipulation space needed with a lot of these large contracts.
I would be upset myself if the Browns still didn't have 20 million to roll into nest season,too.
It's too big of a financial tool to waste.

Cap hell is somewhat of an overblown thing IMO ... you can always maneuver and wiggle money around with all of the rules and stipulations. Not that we can just spend all of it, but I think we're in great shape ... at least until Garrett, Baker, Ward need re-upped

Browns waived LB Tanner Vallejo.
Even if Vallejo wasn't in the Browns' 2019 plans, the day after the Super Bowl is bizarre timing to waive a player who made 13 2018 appearances, including one start. Vallejo played 145 rough snaps. He will be added to someone's 90-man roster with the opportunity to compete for a spot on the 53-man.

It only feels overblown because it has been so long since it has been an issue for us. We haven't seen or felt the ramifications here in Cleveland since the 2002 playoff loss. We spent like crazy that season to try to win one before Lerner, Sr. passed away and we were in Cap Hell after that. And yes, there are always ways to maneuver..... like cutting quality players, which we had to do. We kept as much as we could, but we blew up that defense.
Never getting to that point again is the only way we sustain something.
Browns is the Browns
... there goes Joe Thomas, the best there ever was in this game.

I certainly don't disagree with your premise there...but...as of our last game a month or so ago, that guy was on our 53 as one of a scant few LBs who could get on the field. We haven't picked up someone to replace him (yet) and the roster will be set at 90 for awhile now. There must be more to the story than an upgrade to the 90/53. On a team starving for LBs, this is an odd move at this time. Feels like there is more to the story.

Just to clarify, the NFL has also allowed a time period called "legal tampering" that actually allows teams to begin negotiations two days prior to the actual signing period. Sometimes these negotiations are the worst kept secrets in the NFL.

Cardinals claimed LB Tanner Vallejo off waivers from the Browns.
The Browns made the strange decision to waive Vallejo one day after the Super Bowl, and the Cardinals used their No. 1 waiver priority to take a flier. 24-year-old Vallejo was not an asset last season, but the talent-bereft Cardinals will see if he can take a step forward this offseason.

Earlier I said it was a good thing for him we cut him. I too think the timing odd, but it is far better for him to go in to the off season programs with a new team then hang in with us until first or last camp cuts.
Maybe this is a clue? Dorsey is a old backer who mostly stuck because of special teams play. Maybe Dorsey knows he is going to target a few backers in the draft and knows the kid wouldn't stick, but respects him enough to let him go now to give him the best chance to stick elsewhere.
Anyway, it sounds good, right?
It seems to me if you were a cling by your teeth to a roster spot, due to grit and determination and marginal skills like John, you'd have to have soft spot for a player who was much like you.
It would be far easier to cut the kid now and give him encouragement then to do it in late August, especially if you knew you were going to target a few backers in FA and the draft.
Maybe someone did that for John and he is paying it forward. He seems like a stand-up guy who would do that.
I don't care who it is, everybody who has had a break can point to someone, be it a teacher, a shop foreman, or some supervisor of some low level manager in a big company.
They all got their break. Most decent people want to do the same for someone else.

While I get it ad it's probably smart business for the Eagles... it feels. A little shady.... making the dude who won you a super bowl to pay you $2 million to be a free agent when you know you have no interest in keeping him... I know it's a business but feels a little wrong...

He also made minimal investments in former first-round busts with plenty of physical ability. Left tackle Greg Robinson and wide receiver Breshad Perriman became integral parts of the team's offense over the second half of the season. Dorsey can marry those two concepts over the coming months. The Browns aren't expected to be big spenders in free agency despite having the league's third-most salary-cap space, as they'll need to begin extension negotiations for multiple young contributors (Randall, Joe Schobert, Larry Ogunjobi, Myles Garrett, David Njoku and Jabrill Peppers) over the next two offseasons. Instead, Dorsey can trade for a disappointing-but-talented player to fill a team need. The Carolina Panthers haven't fully developed Vernon Butler after selecting him with a first-round pick in the 2016 draft, and Cleveland has a gaping hole at 3-technique. The 24-year-old defensive tackle is stuck behind Dontari Poe and Kawann Short as he enters the final year of his rookie deal. Butler played well in a rotational role under former Panthers and current Browns defensive coordinator Steve Wilks.
