If you can't sign "your own" free agents to new contracts teams receive compensatory picks based on their market value, in other words how much they sign for to another team...
You can cancel out the compensatory pick by signing someone else's free agent.
Players released by teams do not count against compensatory picks. In other words if you sign a released player, you'd still get your compensatory picks.
The Giants were getting a comp pick for not resigning Landon Collins only to be cancelled by them signing Golden Tate. They could have signed a guy like Jordy Nelson and still gotten their comp pick because he was released.
There's more to it, but that's the gist. If i'm wrong, someone will correct me.
Just to add, the claim is trading away OBJ the Giants are in rebuild mode. They were set to receive a comp pick for Collins. Signing 31 yr old slot receiver Golden Tate to a sizable contract negated the comp pick. Rebuilding teams don't do that. In other words the Giants are a hot mess.
We might be done in free agency and I would be perfectly fine w/that. If we do go after anyone else, here are the guys I would consider.
Eric Berry, former safety for KC. He was a great player. Had a huge year after beating cancer. Has been injured a lot since then. If he is healthy, he would be a huge addition. That's basically it because I don't think he will be too expensive. It's just about his health.
Bryce Callahan, former CB for Bears. He's 27 and has good numbers playing against slot receivers. According to PFF, opposing qbs struggled against Callahan when they targeted him.
I think we still need help in the secondary and these are two guys that may help us w/out being overly expensive.
I would concur that adding Berry would be awesome. He has been injury prone, but I do think we have a decent guy, Derrick Kindred, who can give Berry a rest now and again. I'm probably on an island, but I like what Kindred brought more than Peppers. It was only 2 seasons ago that Kindred led the league in tackles behind the line of scrimmage for a DB (before he got hurt).
However, Berry might come fairly "fresh" because he hasn't played much since 2016. I know there's a thread dedicated to him, but I expect us to sign him and obviously for less than Thomas... perhaps even a 1 year deal.

Could be as simple as he views himself as being able to have a larger role, which he will NOT get here unless someone gets injured. We also might have viewed his abilities as easily replaceable by a draft prospect. Let's face it, he was a decent player, but he wasn't great. He has a skillset, but once he gets into a situation outside of that, he gets abused pretty easily. That's not a real knock on him; it just points out that he's pretty run-of-the-mill as far as lower-tier CB's go.
