How much time is it between 9:00 when they were contacted and 9:45 when they looked? Yes, they prevented the border patrol from going in there to try to help those people.

The complete picture is that this park has the only boat dock you can launch a boat from to help save victims in the river for miles. Texas refused to give them access to it in order to help save these people. That's the bottom line here but as has been the case lately, the party of personal responsibility no longer takes any responsibility. And yes, the difference in time between notification and looking for victims was 45 minutes unless there is some time continuum that exists in Texas you wish to inform me of.

If Border Patrol reports a disturbance, and that disturbance is a drowning, could anybody get across the river to Mexico in time to save the victims? Aquaman, maybe?

Did the victims have scuba equipment and TMD just left hung them out to dry until a rip current got them?

What is the protocol for interrupting Mexican authorities responding to an emergency so that you can "do it better"? I mean assuming they had crystal balls and knew exactly where the victims were and could respond faster than the time it takes a human to drown?
