if true, then it makes no sense that Hargrove got cut. if he doesn't count anyways, then he is a free player to have stick around just in case.

CINCINNATI — Receiver Chris Henry was activated by the Cincinnati Bengals on Monday, having completed his eight-game suspension for violating the NFL's conduct policy.
The Bengals waived receiver Skyler Green, a second-year player from Louisiana State, to open a roster spot for Henry. Green played in the first seven games and had four catches for 40 yards. He also returned nine punts for a 4.2-yard average.
Henry was in the locker room Monday, but declined comment because the Bengals hadn't yet added him to the active roster. The move was made later in the day.
The Bengals were looking forward to getting back Henry, hoping he could take some pressure off receivers Chad Johnson and T.J. Houshmandzadeh and help the offense get rolling. Instead, his return comes too late.
The Bengals fell to 2-6 on Sunday with a 33-21 loss in Buffalo. Henry's suspension played a role in the team's downfall, depriving the Bengals of one of their best threats near the goal line. Henry had nine touchdown catches in only 13 games last season, tying Houshmandzadeh for most by a Bengals receiver.
Last season, Henry was suspended by the league for two games and benched for another by coach Marvin Lewis because of his misconduct. Henry was charged in four separate cases during his first two seasons with the Bengals.
Lewis also declined to talk about Henry on Monday because he hadn't been reinstated at the time of the coach's news conference.
Henry is one of 10 Bengals who faced criminal charges in a 14-month span. The misconduct was a factor in commissioner Roger Goodall strengthening the league's conduct policy this year.

no... nobody on a reserve list counts towards the 53-man roster.
"Reserve" is the complement to "Active"

I think that the team gets an exemption, but in reality the suspended players are on the roster. If Haden and Fujita are suspended then we will actually have 55 players on our roster for opening day.
The fore mentioned included of course.
The roster exemption is so any team can have an equal number of "eligible" players.
That's why teams have to waive a player once they have somebody coming off suspension.
Semantics aside, they are suspended. They are not FA's and they are not on the Injured Reserve for the season and ineligible for that season.

Seneca Wallace – Has been outplayed by Colt in the pre-season, isn’t worth the money and would be a malcontent all year as our 3rd QB.
Oniel Cousins – The dude is awful. I know he’s a veteran who can play multiple positions but he’s slow as molasses and could end up getting Weeden killed if he has to play. Do the right thing Heckert.
Chris Ogbonnaya - Heckert drafted Hardesty and Jackson has the skillset you'd want in a backup RB. That means adios to Chris even though he played well enough with us recently.
Evan Moore – Just can’t stay healthy, can’t block worth a lick and Cameron’s play in the pre-season has made him expendable.
Usama Young – Always seems to get hurt and can’t cover a LB. Simms has flashed enough that he’s earned a spot but Young will make the team if Haden ends up getting suspended.

I think that Ogbonnaya makes it over Thomas because he can handle the whole offense. With 3 RB ahead of his all returning from injury, we need a guy who can play all 3 downs. That's not Thomas.
The Browns seem to like Marecic. I think that they would let him go though if Clutts becomes available. Man is he a crushing blocker, along with a capable receiver.
They also seem to like Paxson. I could see that going either way though.
McCoy/Wallace is just a gut feeling, influenced by pain meds. That one could go either way too.

Tim McManus of the Birds 24/7 Blog reports that Kafka has generated interest from the Chiefs, Patriots, Packers, and Browns since Friday’s roster move. Kafka, a fourth-round selection in the 2010 draft, appeared in just one preseason game due to a fracture in his non-throwing hand. He’s expected to be healthy now and could compete for a No. 2 quarterback job on one of the above listed teams. Kafka and Brian Hoyer, who was cut by the Patriots on Friday, are the two most interesting quarterback names currently on waivers. Kafka may be a bit more appealing to teams because he’s owed minimum base salaries in 2012 and 2013. The Browns were awarded linebacker Tank Carder off waivers from the Buffalo Bills and defensive tackle Ishmaa’ily Kitchen off waivers from the Baltimore Ravens, a team spokesman said today.
The Browns waived defensive end Brian Sanford and placed defensive tackle Scott Paxson on the waived/injured list to make room for Carder and Kitchen, a Kent State product.
The Browns also formed their eight-man practice squad by signing the following players to it: linebackers Solomon Elimimian and Benjamin Jacobs, defensive tackle Ronnie Cameron, center Garth Gerhard, guard Jarrod Shaw, offensive tackle Jeff Shugarts, wide receiver Josh Cooper and fullback Brad Smelley, a seventh-round pick in this year’s draft.
Elimimian is the only member of the practice squad who didn’t spend at least part of training camp with the Browns this summer. He was waived by Minnesota Vikings on Friday.

Carder is a big improvement over that bum Jacobs. He was really good in college but you tcu plays a funky defense so is tough to say how he'll translate to an NFL4-3. This is like a free draft pick and could be one of the better moves of the offseason I think. If nothing else of its good to have another attacking linebacker.

I think that we where a little thin at the LBer position, so this was a prudent move imo.
I still think that we are a little thin on the OL as well (keeping only 8 is risky business), so it was good to see that we signed 3 to the PS.

...if the Browns do not have the youngest roster in the NFL, they have to be close to it.

The Cleveland Browns today signed defensive lineman Brian Sanford to the practice squad, the team announced. In addition, the club released linebacker Solomon Elimimian from the practice squad.
