I'm guessing the Vikings were offered a trade from someone to move up to the spot, but offered the Browns the chance to sweeten the deal even more for them. If the Vikings were able to convince the Browns that they were going to take their man one pick ahead of them, the Browns pulled the trigger.
Just a guess mind you. I doubt we'll ever know the reason why.

They just resigned him with what, a $25 million bonus ,,, then restructured him again this year to push his money even further into the future to make room under the cap. He's not going anywhere anytime soon. They cannot cut Romo, and they don't have room for Manziel.
